On 03/01/2012, at Melia hotel: Board of Director of International Supplying Manpower and Construction . J.SC ( NIBELC) , LICOGI Corporation signed an agreement on sending and receiving trainees with the Japan Construction Industry  and Development Assistance Fund.
The signing ceremony was witnessed and instructed by Vietnamese Department of Overseas Labor, Ministry of Construction together with Japanese state agencies such as: the Minister of Land, Infrastructure, Transportation, and the Embassy of Japan to Vietnam. Institute for International Development Strategy of Japan; the Restructuring Organization and Supporting Development of Vocational Training Center; Japan Association Civil Engineering’s Director, Director of Japan Construction Association and Development Infrastructure
